How California Insurance Licensing Changed in 2026
Before January 1, 2026, getting a California insurance license required completing 20 hours of line-specific pre-licensing coursework in addition to the 12-hour Code and Ethics course. A full Property and Casualty license required 52 total hours of pre-licensing education. A Life and Accident, Health or Sickness license required 52 hours as well. Even the simpler license types required 32 hours before a candidate could sit for the exam.
AB 943 eliminated that line-specific 20-hour requirement across most producer license categories. The following licenses are affected:

Bail agents and public insurance adjusters are not affected by AB 943 — their 20-hour pre-licensing requirement remains in place.
For everyone else, the path to a California insurance license now has three non-negotiable requirements: complete the 12-hour Code and Ethics course, pass the state licensing exam, and submit fingerprints for a background check before submitting the license application.
What the Change Doesn’t Mean
Eliminating the mandatory 20-hour requirement does not mean the licensing process has become easier. The state exam is unchanged. It covers the same CDI License Examination Objectives it always has — insurance principles, state regulations, product knowledge, and ethics — and it remains rigorous. National first-attempt pass rates for insurance licensing exams hover around 57 to 65 percent, meaning a significant portion of candidates fail on the first try.
The 20-hour requirement existed to ensure candidates knew the material before sitting for the exam. With that structure gone, the responsibility for exam preparation falls entirely on the candidate. Candidates who skip preparation and rely on the 12-hour ethics course alone put themselves at significant risk of failing and paying repeat exam fees while delaying the start of their careers.

The 12-Hour Code and Ethics Course
The 12-hour Code and Ethics course is the only mandatory pre-licensing education remaining for most California insurance license applicants. It must be completed before CDI will issue a license — not before the exam, but before the license. Candidates can sit for the state exam before finishing the course, but they cannot receive a license until an approved provider reports their completion to the CDI.

California Insurance License Types and Exam Requirements
Every California insurance license type has its own state exam. LyteSpeed offers exam prep courses for all of the following:
- Life, Accident, Health or Sickness (Combined) — The full combined license covering life, health, annuities, disability income, and long-term care. Requires passing two separate state exams: one for Life and one for Accident, Health or Sickness. The state exam covers 150 questions over three hours for the combined exam, or 75 questions over 1.5 hours for each individual line.
- Life Only — Covers life insurance and annuities. Does not include health insurance. 75 questions, 1.5 hours.
- Accident, Health or Sickness — Covers health insurance, disability income, and long-term care. Does not include life insurance or annuities. 75 questions, 1.5 hours.
- Property and Casualty — The full P&C license covering personal and commercial lines, auto, homeowners, commercial, workers’ compensation, and more — everything except life and health. 150 questions, three hours.
- Personal Lines — Covers auto, homeowners, and umbrella. Does not include commercial lines. 90 questions, two hours.
- Commercial Lines Only — Requires an active Personal Lines license. There is no standalone Commercial Only license — this adds commercial lines authority to an existing Personal Lines license. 60 questions, 1.5 hours.
- Limited Lines Auto Only — Covers personal auto only. 60 questions, 1.5 hours.
- Pre-Need (Final Expense) — Covers life policies up to $20,000 of death benefit for funeral and burial expenses. No pre-licensing education is required to sit for the exam.
- Combination License (All Lines) — Life, Accident, Health or Sickness, and Property and Casualty combined. Requires passing two separate state exams. Available for candidates who want to sell all lines of insurance from a single license set.

Out-of-State Transfers and Reciprocity
California does not participate in full reciprocity with other states, which means non-resident producers who want a California license must meet California’s requirements rather than simply transferring their home state license. For out-of-state applicants seeking to get licensed in California, the 12-hour Code and Ethics course is required. Non-resident producers who already hold an active license in another state can, in some cases, satisfy California’s continuing education requirement by meeting their home state’s CE requirements — but should verify their specific situation with the CDI before assuming reciprocity applies.
Once Licensed: Continuing Education Requirements
Passing the exam and receiving a license is not the end of the education requirement. California requires all licensed agents and brokers to complete 24 hours of continuing education every two years, including at least three hours of ethics and one hour of anti-fraud training. The CE requirement was not affected by AB 943 and remains mandatory for all active licensees.
